Chinese gangsters love nicknames, and they're not necessarily positive ones. They tend to be descriptive of the individual, rather than something invented to make them sound tougher like "Scarface".

Sleeping Dogs got that one pretty much perfect, with stuff like "Big Smile" Lee and Dog Eyes.

So, he was basically what passed for Ammu-Nation in GTA IV.  (One of the many disappointments of that game.)  (Unless my memory is faulty, its been forever since I played IV...GTA V is just so much better.)
