Google was basically optimizing a search engine program that would help the Chinese government hide search results for things they don't like much easier than the current "Great Firewall" until a bunch of people in the privacy department rose against it and forced management to cancel, because what they were doing was effectively aiding a dictatorship bent on hiding information about their own human rights abuse scandals to do so.
