Well... to be fair, it gives us cancer easily because we destroyed chunks of what protects us from the UV radiation to begin with.  Whether God made it or not.

Pollution, etc. contributes to the skin cancer rates, but the stats would still be higher than is acceptable by any designer's standards to begin with (and that's not even referencing an omnipotent designer) without it, especially among people with lighter skin tones.

One could also argue the fact that light skinned humans that migrated southward from the cold country to the warm country were also just asking for it.   It's just a giant crap shoot for our cute little species, eh? :p
