Forcing a kid to become pregnant in order to prosecute her abuser (and that's assuming she even tells the truth about who impregnated her when questioned; it's not like babies come with a manufacturer's tag, after all) only serves to further violate her. Plus, denying people basic health care because someone might misuse it is utterly ridiculous.

Please. Even if fertilization has taken place, we'd be talking about a single cell which isn't even capable of division for quite some time. It's not even a blastocyst at that stage, much less a person.
And it's not like fertilization takes place the instant a man ejaculates. It takes hours, even days, before the sperm manages to travel its way up to the egg, and it can take even longer if the egg is released after the sperm's arrival.

No. It carries potential risks, just like all medications (including common painkillers, such as Advil and Aspirin), and anyone who requests emergency contraception should be made aware of these risks in order to determine whether or not they're outweighed by the benefits (which they often are, being that pregnancy carries significantly greater danger than the Morning After pill is most cases).
