I can understand the reasoning behind the regulations here.  To a certain extent, I can agree with them.  But there has to be some room for individual judgement for cases like this that just aren't covered under the regulations.

I don't think anyone objects to the idea of reserving money for those who need money the most (older survivors or ones with children).  And certainly, the cut-off for the official policy has to be made somewhere.  But there should also be enough flexibility to deal with cases like this that aren't covered under the policy, but still deserve aid, like this one.

The pensions provide assistance especially to survivors with children. Many living children still are still in need of this assistance. Why should they go without so she can take their share of the limited funds available through this program?
