Courtroom legal technicalities like these are why people hate lawyers...and some judges. In the alleged attempt to make the rule book mechanically perfect, the justice system has been parsed down to tens of thousands of lines of code, literally, legal code. But the analogy to programming code is very apt. Garbage in and out, bugs that can procreate more bugs, and slick attorneys that can hack the system for their clients by citing code in creative context.
So, basically, these torture victims can try and sue CACI back in Iraqi courts. We don't have a system in place between the US and Iraq for civil suit subpoenas to be served on CACI, there is no force method or anything like extradition in any case, so these men are victims again, now poorer, and with shit rubbed into their wounds for a bonus. Lovely.
