Maybe the government shutdown was a ruse to make the terrorists think the US couldn't carry out such a raid on them?

The terrorist claimed victory over the raid in Somalia. They claim that they only lost one of their soldiers/warriors/terrorists and that the cowardly special forces turned tail and ran at the first sign of resistance.

Then again they would want to say that even if they lost 50+ men in the battle.
