Steel mills. You need steel mills and textile factories for a middle class.
You've been reading Jared Diamond too much I think. America 100-150 years ago isn't the template for the rest of the world. When China's construction boom fades a little, unless they decide to retire their mills (which may happen), there'll be a glut of cheap steel on the market. Indonesia already has a huge textiles industry. Their electrification program (which they've been doing for the last 5-10 years with more planned) and drive away from energy poverty is going to have a much, much bigger say in things. They've also got oil and gas reserves, assloads of coal, billions in foreign investment for coal to oil plants, fantastic natural resources that they're unsustainably raping, and the 4th biggest population on the planet - if consumerism kicks in there, there'll be an enormous hike to the economy over decades - they just have to stop being exploited, and this is happening to varying degrees.

That said, scientific illiteracy is appalling in countries where they make people study it for 10-12 years. I can't imagine how bad it'd be if this policy starts to take hold.
