Sure, you might have xxx.xxx.xxx.xxx on Thursday at 3:00 and yyy.yyy.yyy.yyy on Friday at 2:00, but your ISP will probably know which address you had when and be able to track your activity by that. And this bill seeks to make sure the ISP keeps those records for at least a year after the fact. You won’t be able to hide with dynamic IP alone.
