Sometimes a man cannot fish even if he wished to. That is why you give someone else less fortunate a fish, even if it only feeds them for a day. Many people hate the idea of taking charity. It's only recently that the idea that those who are in need aren't actually in need and are begging just to beg.
Even back during the Great Depression you had people giving to the less fortunate and said less fortunate would refuse it because it infringed on their honor. They wanted to do it themselves. They wanted to earn the money to buy their 'daily fish'. That feeling hasn't changed. But desperate times call for desperate measures. Once you haven't eaten in days because you are completely unable to earn that food you end up deciding that a bit of tarnished honor is nothing compared to the feeling of hunger.
There is also the fact that some people have this odd idea that it is laughably easy to get on welfare and disability. When it's the opposite. Many people very much in need are rejected from accepting welfare or disability.
25% of those treated at Veterans Affairs Hospitals are homeless through no real fault of their own. A lot of homeless are LGBTQ, as well as those who are mentally and/or physically unwell. There are actually very few cases where someone is homeless simply because they didn't manage money that well.
