1) Because racism.
2) Because she has somewhat prominently toned arms IRL and favors sleeveless dresses and such. Even the most powerful African American in the country agrees. Since most first ladies have been smallish old white ladies wearing sleeves, this has been noticed by the racist factions of the right wing as a negative of some kind.
