Yes, but it can be difficult and is not always something a transgernder can easily do. Some countries will only allow a post operative transsexual to change their documentation, in more extreme cases the transsexual even needs a certificate of notification from the surgeon to do it. In most countries though this is not the case. Most countries will allow documentation to be changed provided the transgender person provides 2 separate doctors letters claiming them to be transgender and currently undergoing treatment. Some places require that the transgender person also be undergoing hormone replacement therapy to change their documentation in addition to the letters.
Part of the problem though is that in transitioning there are phases and time limits. In order to start hormone therapy a real life test must be undertaken which is a minimum of six months. During this time the person in question has to live their daily live like their preferred gender at all times. However, they would also not be eligible for documentation changes yet. As such this Canadian rule will directly discriminate against them and there is nothing they can effectively do about it.
Things like this really piss me of, I really thought Canada was far more accepting and tolerant than this.
