Exercise for home: name one form of government that doesn't result in the crocodiles eating the poodle. Assume a universe limited exactly to the crocodiles and the poodle (after all, the author does the same) and that crocodiles would defeat the poodle if it came to violence.

The only one I can come up with is a theocracy, and even then only if your religion happens to prefer Anubis over Sobek.
