I don't know if the expression 'dead cat bounce' is a thing in America. It's when something improves slightly even though it's still doomed to fail, like if a crappy sports team has a brief winning streak. Even a dead cat will bounce if you drop it on the floor.

The 'cat' in the cartoon is Bank of England chairman Mervyn King, who recently warned that the UK could experience a triple dip recession. I'm guessing the gimp represents the UK economy, being towed through shit by Mervyn King, who is the dead cat in question about to bounce for a third time.

Well, I doubt anyone wants to be handed a mutant child with nothing on its head but very large eyebrows, a mouth larger than its head, and ears.
The material needs a defender more than the spiritual. If there is a higher power, it can defend itself from the material. Thus denotes 'higher power'.
