The companies running those prisons, such as Core Civic, are being paid hundreds of thousands of dollars to do this. As part of running the facilities, they have to do stuff like clean the halls, make the beds, and prepare meals.
However, the people doing these things are the migrants themselves, generally getting paid $1 per day, or less. While they're told it is voluntary, they are also threatened with punishment if they don't "volunteer".
These are jobs, of course, that could be done by US citizens (or permanent residents, or legal immigrants) at a fair wage, but instead these companies have chosen to pocket more money given to them by the US government through ICE (ie taxpayer money) and press their detainees into service instead.
The illegals are takin' yer jerbs, and gubmint contractors are the ones giving them the jerbs.
