To be fair, the majority of German soldiers during WWII weren't genocidal monsters. So yeah, I think it's reasonable to say someone who would torture a cat to get at his/her owners is worse than Nazis.

Probably cause Wehrmacht =/= Nazi. Some Wehrmacht may have been Nazis but not all Nazis were Wehrmacht or vice versa. Point still stands, however.
