If investment isn’t increased by at least $11 billion a year, the report said, the electrical service interruptions between now and 2020 will cost $197 billion.

In other words, for those of us who have actually been paying attention, this isn't news, but our so-called leaders continue to bury their heads in the sand.

This sort of investment would've been perfect in 2009 when the recession was at its worst. It certainly would've been a whole lot more helpful than bailing out the people who at the very least greatly exacerbated the mess in the first place.

I once read that the national infrasctructure in the US needs $1 trillion of urgent upgrades. That was about 2008-ish so it's probably more now. Seems to me that could be the motivation for putting in place one of the biggest job creation projects in history, but that won't happen until congress stops swordfighting with their dicks.

But sadly no, major FDR-style public works projects are no longer in vogue, even if they are needed.  We've sacrificed them on the altar of "small government" and "lower taxes".  Can't have too much pressure on those "job creators", especially when the upper marginal tax rate is the lowest it has been in years.

Silly, we can't have improvements to our infrastructure, that would involve spending money where it's really needed, and that's considered socialism nowadays...

Yes we need to upgrade our systems badly, but the asshats in congress are just holding us back and not only that but this would be productive and helpful towards our economy as it would open a lot of jobs up for people that have no jobs now.

Not just electricity the water systems are so bad we lost a 1/4 of our water from leaks etc

This is Obama's fault. With an unfillibusterable majority, he could have written, and passed, a law that provided sufficient stimulus spending. But he didn't want to be 'partisan'- he preferred Americans to be poor.

Remember, spending public tax money on public utilities is socialism communism fascism just plain evil.  But giving tax breaks to multibillionaires so they can move huge undisclosed sums of cash between offshore accounts generates tons of jobs and makes the angels sing.  Besides, when the grid completely fails, it will be a perfect opportunity for disaster capitalists job creators to sweep in and privatize fix everything.

Without electrical power, there is no way to store food other than canning (which most people aren't equipped to do).  Hence, the food supply is disrupted (along with television, CATV, internet service, etc).

There's an old saying--"every society is three meals away from chaos".  People will tolerate all kinds of fucked-up shit from their rulers...but they won't tolerate quite so much if they have to do so on an empty stomach.
