I'm sure they were well aware that things can and would change it the future, even if they weren't certain how. It's why they made the constitution amendable rather than static, so that it and the rest of the government could change with the times as needed.
Also, they recognized that the Constitution itself was imperfect. There were some guys who thought that it WAS perfect, and wanted no way to amend it.

What I found mildly amusing when I was in Pisa is that there are signs everywhere telling people to stay off the grass and  literally nobody gives a fuck.

On a side note, the town of Pisa is surprisingly shit.  It's not like Florence, Verona or Venice where like 99% of the town/city is beautiful (Venice was so stunning I think I briefly went into cardiac arrest).  The Cathedral Square (where the tower is) is the only nice bit and it's a very small part of the town. The rest - shit.
