Maybe the 8 billion is from the figure of purchased goods from China? That's the only thing that makes sense, but then that's actually "Job Creators" in the capitalist Market, not Obama. I'm more content with just thinking they pulled money from their ass.

Obama does have an economic plan, one, expectedly, Republicans are blocking.

... a plus, that makes far more sense. Haven't seen one written like that in years, happens in engineering, we tend to make our symbols consistently to avoid confusion.
