The American population consists of 313,232,044 people as of July 2011.
At an unemployment rate of 8.3, that means that 25,058,563 are unemployed.
If we just assume that of those 25 million people the 227,000 jot those jobs, then the unemployment rate should have dropped to about 7.9.
I assume the problem here is that while they may have created those jobs, a similar number of people lost their jobs. The articles really does not seem to expand on the issue other than the title.
(My numbers and maths are likely to be entirely wrong, I just used simple percentage calculations. Feel free to correct me.)
