It is an axe in a bundle of sticks. I think it was the symbol of Mussolini's fascists although it is an older symbol as well (Like swastika.)

I think it stood for justice or something like that.

Indeed, that is the fasces, an ancient Roman symbol and namesake of fascism. It was traditionally carried by the consuls, and consisted of a bundle of reeds, representing strength in unity, and an axe, representing war. Mussolini often used Roman imagery in his propaganda.

In Ancient Rome, the fasces was the symbol of a lictor. Lictors served as bodyguards to magistrates, who held imperium. Imperium was represented by the fasces, among other symbols.
