He's supposed to be a guy in a motorcycle helmet.

There was an article linked in Tol's post explaining it, but for those who missed it: three guys protesting the burka by concealing their faces (with niqab, KKK hood, and helmet) and trying to enter the Australian Parliament. I assume there's some wider context re: burqa laws in Australia.
