Again, no one is suggesting it should actually be a law.  It was made as a protest to another law by a liberal senator, and then withdrawn after her point was made.

Read the article.  Or the opening post.  Or any of at least three posts in this thread explaining that it's not serious.  Please.

Er...it is, actually. Mutual masturbation (a sex act) involves 2+ people, and "regular" masturbation is just the solo version. It's just not typically treated as such because most people think "sex" is just limited to variations on intercourse.
