It appears to an R. Crumb satire. I'm not sure his true beliefs but I always figured his "bigoted" stuff was satire. I think he also did the same dumb cartoon with Jews, too.

R. Crumb was extremely famous and popular for his adult humor comic books back in the '60's and '70's. I think he's just another old counter culture icon who's turned bigot and/or fundie in his elder years.

I'd have pegged the 'niggers' one genuine (although it's so over the top that it could easily be satire), but the 'jews' one's advocation of nuclear annihilation of humanity practically screams 'satire'.
