In a Westminster system, the Prime Minister of a majority government--provided he can suppress backbench revolts--is basically a dictator.

I'd say black cartoon dude missed the point by about half a kilometer.  It'd be better to just move the hell on and let the word lose all offensiveness like humbug did a few generations back.

"Humbug" was on roughly the same level then as "bullshit" is now.  Honestly it was likely a bit more offensive considering that, the further back in history you go, the more and more strict social rules get.
