So two thirds of the citizens of the US are liberals?

I think the message they're trying to get across is that America is divided into three exactly equal camps. Liberals are evil and stupid, moderates are just stupid and conservatives have intelligent, well-reasoned positions that the media spins to make them look divided. So liberals and conservatives both saying that Republicans are responsible for the shutdown (for different reasons) plus moderates being stupid equals two-thirds of the country blaming Republicans for dirty politics.

My head hurts from trying to dissect this strip's "logic".

Under Eisenhower, maybe and even then...

To be fair to them, they've had a run of bad Presidents. At the State and Local level, conservatism relies far less on tribal hatred of the other. There have even been the occasional good Republican governor, though the alternative is also common*. This may perhaps be because it is more difficult to convince people that, for instance, their streets are not clean due to the damn hippies than it is to trick them into thinking Iraq was a good idea ruined by a few anti-war protesters, which has been done.

* Also true of liberals.
