It is from 2009 and caused a bit of a fuss, see from huffington post article - http://www.huffingtonpost.com/2009/02/18/new-york-post-chimp-carto_n_167841.html

There was a great response showing a shot Klansmen with the caption - "Guess we'll need a knew NY Post political cartoonist."


But I can't find it.

See, I always thought that that particular cartoon was more "poorly thought through" than "overtly racist". There had been a "rampaging chimp eats a lady's face and gets shot by the cops" story a week or two before the stimulus hoopla and the cartoonist defended himself by reminding everyone that it is Congress, not the President, that writes bills. Undoubtedly it is poorly thought outand full of unfortunate implications, but the cartoon would have made sense no matter who was President.

It took me a moment to work out what you were describing there, but in that moment I had a wonderful picture of Obama riding a horse, being pursued by Romney pedalling furiously on a penny-farthing, as some kind of election commentary.

Where does my brain get these images?

Yeah, the implications were pretty bad, but I don't think the artist meant it that way.  he just didn't think about the connection between black guy in office and chimpanzee.  It was more meant along the lines of "Our elected officials are as dumb as this crazy ape."

Yeah, I didn't see the chimp as a stand-in for Obama, but rather Congress. So basically the joke was that the stimulus package must have been created by a...well, rabid chimp.

EDIT: Though that same artist draws Arabs, gay people, obese people, etc. as offensive stereotypes too, so I doubt he cares what it looks like either way.

You can tell from the Golgi Apparatus.  Clear indicator of unibrow development.
