The generous spending of other people's money part is especially funny because that graphic was made back in 2005 when Bush had just run up an at-the-time record budget deficit the year before and the Republican dominated Congress was mired in pork barrel projects like the "Bridge to Nowhere."

I think it's really the logo of the site these pics come from.  The hammer and sickle forms a "P" and it's pretty much just a logo that says "People's Cube".
