It's from Onion. Personally I don't find those comics to be funny even if he is making a parody of the editorial comics.

Then again, even an example as outlandish as this is using rhetoric that others used sincerely...

So I take it then the creater of that cartoon would be fine with their employer's medical coverage not including anything that's none of his boss' business?  Such as an embarrassing medical issues like piles or unusual discharges form the penis etc?  Or anything at all for that matter, because nothing medical related is any of your boss' business.
