Yes, but they never do. If you complain about it they normally tell you they have to have direct evidence before they can come to someone or that you should give up and go out for lunch.
I worked for a bill collection agency in Michigan who took up the top two floors of a building. They thought that because there was a cafe on the second floor, a convenience store in the lobby that sold microwave meals and three fast food places within a five minutes walk that we should all go out and buy our food. Anyone who was silly enough to bring their meal was just inviting others to steal it.
