Depending on the base game's release date, this is perfectly normal and acceptable.  If memory serves, a game's release date is around 2 months ahead of when it actually gets finished and ready for duplication, so as to give developers time in case they need it for major bug hunting.  During that off time, it'd actually make sense to work on extra content for the game considering you've got all the game's developers right there, with the tools and assets right in front of them, thus saving time and, therefore, money.

Granted, it might be a tad premature, but if they've got the manpower available, I don't see why not.  Hell, unless it'd risk overworking my employees, I'd do the same thing.  People hate waiting.

I'd argue that the time would be better spent optimising the PC port of the game. Especially in Ubisoft's case.

The Division is set for 2015, that's not a couple months off. The game isn't done. While I have no problem with them making plans for expansions this early, especially if it's a slow period of development for some reason, to actually announce it this early is ridiculous.

Managed to nick a copy of the Ultimate Edition (read: has all DLCs) of New Vegas as well as an old original Xbox favourite, Nightcaster, from Amazon for about $30.  Hell, if it weren't for shipping fees, it'd have been only a little over $20.  Needless to say, I am a happy beaver.
