The sentences are too light for the courts to bother with, thats the problem. The real rationale for those light sentences-the prisons are full. Why are they full in most countries? Short answer-drug related offences.If more energy was spent on chasing perps who hurt people and less on dopers who hurt themselves we'd all be a lot better off!
