The identifying characteristic of a fanbase is that it's members actually like the thing. Chris Chan is a member of the fandom, as awful as he may be on essentially every measure that people use. This particular artist? I'm pretty sure he's a member of the hatedom.

For a group of people who hate something, they're awfully obsessive about it and are usually little better than the Sonic Fanboys in most terms.

It's usually possible to tell if a drawing is supposed to be ugly, vs if it's just crap: this guy is trying to be ugly. Also he's making up even dumber variants of stuff that were in the original series. Therefore, he's pointing out that the franchise is stupid.

The fact that he habitually does so implies that he thinks it's stupidity is it's defining characteristic. It's a short leap from there to "he dislikes it."

Edit: just to reiterate, there are plenty of dumb fans but they're drawing furry porn and sonichu. This isn't pornographic, and it's not gushing, it's flaming.

Certain franchises have a sizeable fandom/hatedom overlap (Sonic, Final Fantasy) so the line is somewhat blurry. The Tails Doll is referencing the Sonic Paradox Shorts, so I'm leaning towards fandom
