In fairness, they might mean sub-Saharan Africa.  But even so, there's plenty of magnificent ancient architecture down there.

The Argument, I find, is that Egyptians weren't REALLY African, so they were able to build massive cities and monuments. The Argument basically boils down to "The Egyptians built a civilization, so they can't have been African, because Africans are inferior!"

Wonder what they'd say of Great Zimbabwe...
