I think it's implying that just because the goverment shutdown is over it does not mean that USA is fine now. I cannot be sure if this is because the artist feels that Obamacare will destroy it or because the things that lead to the shutdown still exist and the politicians will continue to tear the country apart.

If the FOX in question is the propaganda channel (O'Reilly, Hannity, etc.) rather than the regular entertainment network (Simpsons, Family Guy, etc.), then this toon might need to be in the Worst Political Cartoons section.

...Which is accurate, regardless of the source.  Stopped clock and all.

Of course, the disagreement is about why it's not working, which the cartoon doesn't cover.
