I honestly think the vast majority of people who complain about political correctness are deliberately ignoring the fact that there have always been societal taboos on what was and wasn't acceptable to say.

The quote above the image is about the PM Sipilä calling for a calm discussion without calling anyone a racist.

The people in the image are protesting outside a refugee reception center in Lahti.

"Can we now call (him) racist, Juha Sipilä?"

[Edit] To give more context: I just realized these belong to the group of protesters who threw fist-sized stones at a Red Cross worker and fired fireworks at a bus transporting refugees.
