How was KoAL007 Adropov's fault?
He was General Secretary at the time, so Russkies or something.
But it was an accident.
From what I gathered in Wikipedia, it was more than an accident. In fact, General Valery Kamensky wanted to first make sure that it really is a spy plane rather than a civilian plane, even if it meant that they would then have to shoot it down over international waters, but General Kornukov believed that there was no need to identify the plane and the fact that it flew over Kamchatka and had not identified itself was proof enough.
...So rather than ask the plane who they were and why did they deviate from their flight path they just sent someone to shoot it down.
Also, the pilot that shot the plane down saw that it was a civilian plane but reasoned that it might have been modified for spy work and didn't even tell his commanders that it was a civilian plane. Because "they didn't ask."
And I suppose Andropov is used in the comic because he was a high ranking warmonger at the time and bears some responsibility just like Putin even if neither of them actually pulled the trigger.
EDIT: Actually now that I read further, Andropov was more involved in the denial of the event and believed that no one could prove the CCCP was behind the shooting. He was also apparently involved in leading the cover-up and according to Wikipedia "some believe" that the reason the cover-up seemed so amateurish was that Andropov was quite ill and this was affecting him. So yeah, Andropov was involved on the political side of that incident, just like Putin is now involved since they are claiming that this shooting was a failed assasination attempt on him...
