On a more serious note, there are some rwinger who believe that welfare other safety programs cause poverty.. by helping poor people... somehow.
Because it takes away their incentive to work by giving them free money for being unemployed. Or underemployed, as the case may be. In a sense, the latter is hard to argue with, as you lose access to such programs the moment you work more than 20hrs in a week. When you're essentially earning, and relying on, two separate sources of income by staying below the 20hr/wk level, the incentive to do more does, in a sense, disappear, as it will cost you dearly if the additional work hours don't compensate for the welfare you were bringing in beforehand. As someone who's job routinely has me straddling the line of qualifying for aid, I can tell you that this is incredibly irritating.
