They admitted the whole movie was basically reshot, and all the best/book-like parts were left on the cutting room floor, largely for political purposes.

Which means that they shot all or most of the entire film BEFORE considering the political ramifications. With how long it took to produce the film, it never came to a serious discussion before they began shooting?
