Well, the point is that shark attacks are
incredibly rare. Despite all the people on beaches, sharks just very rarely attack people--we're not what they want to eat.
It's basically saying that voter fraud is rarer than something that happens so rarely it's easier to measure in "attack per decade" than "attacks per year".
