It's pointing out how all the people who tout the wonders of capitalism (and, by extension, decry socialism), are suddenly socialism's biggest fans as soon as things go badly.

isn't it more: "people will blame the boogieman of socialism when capitalism leads to something bad"?

That also happens, but the cartoon was making a different point.
