Yeah, this is pretty worrisome. Just gonna quote the SCOTUS decision in McIntyre v. Ohio Elections Commission:

Even if it passes in Austria people there will likely complain. But yeah its not going to extend very far, not yet anyway. I'm sure Russia is looking into this option as another way to silence dissent too.
