I couldn't tell from the video...what was that black stuff over his eyes? Was it something natural (I sometimes get sleep crusties so bad that I all but have to use my fingers to pull my eyelids open) or did some asshat think it would be funny to smear tar or oil on the kitten's eyes?

From what I can see, it's probably eye shmutz (for lack of a more scientific term). It accumulates around the eyes of a lot of cats and dogs and thus has to be cleaned away regularly. It's just more noticeable on white animals because of the contrast.
